UK Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a new survey of municipal councils, English councils are preparing to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that 60% of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and using savings to manage increasing financial challenges.”

Detailed Examples of Proposed Disposals

One local authority in southeast England announced its asset disposal plan featured the sale of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for Medway council, will also be sold under the strategy.

Local Levy Increases and Broader Financial Strains

This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to increase council taxes next April to address the rising cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to deliver both improved services and financial savings,” stated a council leader.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of regional authorities this week further found council budgets being strained by the growing number of children and older individuals requiring Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest deprivation indices,” said the report.

“While only one key city is in the top 10 for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties confronting local leaders across key cities in the coming year,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and need,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the study found.
